JAIPUR: Rajasthan government has started an asset-liability assessment exercise to take over loss-making Sambhar Salts Ltd from Central Public Sector Utility Hindustan Salts Ltd without any financial and legal liability.

The Joint Negotiation Mechanism Committee set up last month under the chairmanship of chief secretary having members from the Union ministry of heavy industries in its meeting on Wednesday has decided to set up a sub-committee under additional chief secretary industries to prepare a report on the assets, liabilities and business prospects of Sambhar Salts Ltd (SSL) and submit its recommendations in two months.
Subodh Agarwal, ACS Industries said, "We will look not only at the assets and liabilities of SSL but also at the prospects of new revenue streams. Tourism has great potential, and if harnessed, it can be a money spinner. Second, solar power could be another lucrative option."
Sambhar Salts Ltd, a subsidiary of Hindustan Salts Ltd, where the state government has 40% stake, has been making losses with a cumulative debt of about Rs 70 crore. Its losses have widened to Rs 10 crore in 2018-19.
After the ministry of heavy industries and public enterprises made a proposal to Rajasthan government last year to take over SSL, chief secretary has made it clear that it will do so without any financial or legal liability. The company has 90 sq mile area, out of which 60 sq mile forms the lake area and salt extraction is carried out over 30 sq mile.
Looking at its tourism potential, the Centre has sanctioned funds for developing infrastructure and facilities. Cumulatively, over Rs 100 crore has been spent to develop Sambhar as a tourist destination. The British era salt train, trolley, dam and the birds of various species that migrate to the area during rains have lot of potential for tourism.
The company has already engaged an agency for planning, implementation, operation and maintenance of tourism activities at Sambhar lake on revenue sharing basis and getting fixed revenue income. SSL in its annual report 2017-18 said the revenue sharing will gradually enhance from year to year.
In 2014, six PSUs including Bharat Heavy Electricals Limited and Power Grid Corporation of India Ltd had planned to set up world's largest 4,000 MW ultra-mega solar power project in the land under the company. But after BJP government came to power in the state, the project was scrapped citing environmental issues.
